Workforce Success: Meet Kurt

Kurt was laid off in November of 2008 from Hamlin, Inc., a sensor technology company in Lake Mills, Wisconsin, after 13 years with the company. Even after months of searching, Kurt struggled to find another full-time, permanent position that matched his skill set and education. After trying the search on his own, he decided to stop by his local One-Stop Career Center in Jefferson, Wisconsin for help.

Kurt was seriously considering a career path in a different trade—potentially plumbing or electrical work, but after hearing from other local trades workers that open positions were sparse in his community, he opted to continue his search for industrial maintenance positions.

He continued working with his local One-Stop Career Center and enrolled in the Workforce Investment Act (WIA) program as a dislocated worker. As part of the program, Kurt was able to tap into additional employment and training resources. He polished his résumé and practiced his interviewing skills through workshops offered at the Job Center and his local technical college.

In spring 2009, Kurt’s WIA representative recommended he pursue a Manufacturing Skills Standards Council (MSSC) certification and also consider a unique training opportunity available for dislocated workers called ‘Career Academies.’* These short-term college-level courses would help Kurt ease back into school mode after 18 years. That summer, Kurt successfully earned 11 college credits through the training programs.

"It had been 18 years since I entered a classroom. The idea of going back to school was really intimidating at first. But the Career Academies were filled with other people my age and who were in a similar situation to mine. We helped each other out and adjusted together."

With confidence and college credits under his belt, Kurt decided to apply for the two-year Industrial Maintenance program at Madison Area Technical College. By his third semester of the program, Kurt was balancing a full-time course load at school with a new, part-time job at Clasen Quality Coatings —a confectionary company in Watertown, Wisconsin—all while trying to support and care for his family.

"At the time, I was committing 40 hours to my schoolwork and more than 20 hours to my new job. With 18-hour days, it was really hard to be away from my family. But I knew the end result would be worth it. Thankfully, my wife and two children were supportive of my decision to go back to school."

Two years later, during the week of graduation, Kurt was offered a full-time position at Clasen Quality Coatings. He accepted an Industrial Maintenance job that included a considerable salary increase. He also graduated from college with an outstanding 3.89 grade point average and is proud of his accomplishments.

"Honestly, it feels great to be back working after being out of work for more than two years. I’m working full-time again. And, I’m working close to home. This [challenge] has truly been a blessing in disguise."

Kurt attributes his success to the support he received not only from his family, but also from the Workforce Development Board of South Central Wisconsin and the Workforce Investment Act program.

"I just wanted to thank the Workforce Development Board for this opportunity and support. The staff were wonderful to work with and extremely supportive throughout my time in the program. I cannot thank them enough and I hope the program and funding continues to be available to help others like me."

MSSC REQUIREMENTS FOR COMMUNITY COLLEGE APPLICANTS FOR THE $500 MILLION USDOL TAA SGA FUNDING

 

 

Many community colleges or consortia of community colleges will be responding to the U.S. Department of Labor’s January 20, 2011, Solicitation for Grant Announcement (SGA) for $500 million under the Trade Adjustment Assistance Act (TAA SGA), which is focused on the attainment of “industry-recognized credentials.” 

 

A community college wishing to include Manufacturing Skill Standards Council (MSSC) industry-recognized, national credentials in its TAA SGA application should provide funds to cover the basic MSSC registration and assessment fees.  If the college wishes to help students achieve higher pass rates on MSSC certifications, it should also include MSSC Instructor Training and MSSC learning materials acquisition costs. 

 

These are all capacity building measures that can be covered under SGA grant funds.  Fees for MSSC’s two certification systems--Certified Production Technician (CPT) and Certified Logistics Technician (CLT)--certification system tools may differ in certain instances, as noted below.

 

These MSSC requirements will be familiar to the some 400 MSSC-authorized Instructors and 200 MSSC-authorized Assessment Centers in 30+ states in the U.S., mostly at community colleges.  If your school already has these MSSC infrastructure capabilities, you could use them as “leveraged resources” or “in-kind” under your TAA SGA grant application.

 

One-Time Registration:

 

A one-time registration fee is required for each individual wishing to take an MSSC assessment.  This fee enables MSSC to maintain its national registry, prepare credentials, issue credentials, replace lost credentials, build its certificants’ data base, etc.

 

Fee:  $60.00 for CPT

         $60.00 for CLT

 

Assessments and Credentials:  

 

There are four modular assessments for CPT:  Safety; Quality Practices & Measurement; Manufacturing Processes & Production; and Maintenance Awareness. MSSC issues a Certificate for success in each module and a full CPT Certification for success in all four.    

 

There are two modular assessments for CLT:  Foundational-level (required for a Certified Logistics Associate—CLA—certificate) and mid-technical level (leading to a Certified Logistics Technician—CLT—Certification).  CLA is a prerequisite for CLT.

 

All MSSC assessments are delivered on-line and immediately scored by NOCTI.  MSSC has no hands-on testing requirements for credentialing.   

 

For successful test-takers, MSSC issues certificates, lists of key work activities covered by the assessments, as well as arm patches and, for full CPT and CLT certificants, diploma-style certifications, larger arm patches, and wallet cards.

 

Fee:  $40 per test-taker per module for both CPT and CLT

 

Assessment Center Authorization Training    

MSSC offers its CPT and CLT assessments only at MSSC-authorized Assessment Centers.  If your college does not have such as center and wishes to establish one, you will need to have MSSC Assessment Center Authorization Training for a fee to ensure that you meet MSSC test site requirements. 

Fee:  $500 for a single Center; $250 for a state-wide consortium. 

Instructor Authorization Training

MSSC provides its learning materials (see below) only to education and training institutions that have an MSSC-authorized Instructor or that have purchased an “Instructor’s Package.”   The TAA SGA includes instructor training costs.

CPT Instructor Training lasts three days and CLT Instructor Training lasts two days.   CPT Instructors also need to be certified in any Module for which they provide instruction.  CLT Instructors must also pass both CLA and CLT certification assessments.  MSSC will send a Master Trainer without cost to any location where there are six or more instructor trainees.  Otherwise, instructor trainees need to attend regular instructor training sessions in IN (for CPT) or in TX or PA (for CLT). 

Fees:  $2,200 for CPT Instructor Training.  $1500 for CPT Instructors Package alone.         $1800 for CLT Instructor Training.  $1200 for CLT Instructors Package alone.

Learning Materials:

MSSC does not require that individuals taking MSSC certification assessments take MSSC courses.  MSSC has, however, worked with curriculum developers to offer learning materials both to enhance knowledge and to improve success rates on the assessments.  Since MSSC offers industry-recognized, industry-wide, national credentials, MSSC learning materials:

Ways to access MSSC learning materials are noted below.

1.  MSSC 5-Year E-learning Capacity-building Fee

The TAA SGA authorizes community colleges to “adopt material” and “expand and improve” their ability to deliver training related to the attainment of industry-recognized credentials.  This SGA also authorizes colleges to “enhance their IT infrastructure” and to “purchase class room supplies.” 

In response to these provisions, the MSSC is providing a new, cost-effective way to access the state-of-the art, multimedia material that MSSC’s software developers have already created to improve success rates on both CPT and CLT certification assessments. 

MSSC is offering to TAA SGA partners a single purchase access to the MSSC e-learning tools for 5 years at a 30-40% discount for both CPT and CLT, based upon anticipated use.  This means that a large number of students under this SGA, can access the learning tools electronically for this period.

2.  Per Student Option—Those community colleges who do not anticipate sufficient student usage to warrant the 5-year capacity-building opportunity described above may elect to secure access MSSC learning materials on an individual student basis.   MSSC offers “blended” courses (35-40 hours per module) to training organizations for CPT and CLT certification systems.

Fee:  $130 per modular course per student for both CPT and CLT.

IT Setup Fees:  Whether schools prefer the five-year unlimited five year access fee or the per student course structure, access to CPT computer-based training may require a one-time “Hybrid Solution” fee of $1000.  Access to CLT computer-based training requires a one-time “Portal Setup” fee of $250.   

3.  Textbooks:  

For CPT:  While not a requirement, the MSSC recommends that all CPT trainees use as a reference a well-illustrated Glencoe McGraw-Hill/MSSC 444-page textbook, High-Performance Manufacturing: Portable Production Skills, to further understand the principles of advanced, high-performance manufacturing.  All orders must be submitted directly to Glencoe McGraw-Hill (GMH).  GMH is currently charging $62.50 for this text.

For CLT:  MSSC provides a pdf version of its textbooks as part of the costs of both the CLA and CLT courses.  Hard copy versions of the textbooks are available only to course subscribers at an additional charge of $30.

“Green” Note:  The MSSC is currently working under a U.S. DOL grant to CWA-IUE to develop a new CPT Module for “Green Production.”  The training and testing for this new Green Production Module (GPM) are scheduled to be available nationwide in July 2011.
